The Department’s Mandate, Vision, Mission and Values

 

2.1          Mandate

 

Our Mandate is born out of Mubende District Local Government commitment to the wise use of Natural Resources for the present generation ensuring the needs of the future generation are met. Environment is a trans-boundary issue so the Natural Resources Department strives to cross boundaries to meet the mandate obligations.

2.2          Vision

 

Our Vision is “To ensure sustainable use of Natural Resources and proper land use planning in the district.”

 

2.3               Mission

 

Our Mission is “To co-ordinate and support the provision of efficient and effective Environment, Forestry and Land management services in Mubende district”.

 

2.4               Values and Principles

 

The Natural Resources Department of is committed to uphold, its Mandate, Mission and Vision by providing services based on the outlined values and principles:

 

(a)          Client Focus: The interest of our Clients will always be our first priority. In this regard, we shall endeavor to meet our clients’ requirements and expectations within the established standards.

(b)          Objectivity: Our decisions shall be professional, based on merit, the code of conduct and ethics of the Public Service and other Codes of best practices.

(c)           Integrity: We shall be honest in conducting public affairs.

(d)          Openness: We shall be as open as possible about our decisions and actions.  Information will only be provided in line with the Law.

(e)          Selflessness: We shall act solely in terms of public interest without consideration for any personal benefit or gain.

(f)           Partnership: We shall involve our Clients in designing, implementing, monitoring and evaluating our programmes.

(g)          Transparency and Accountability: We shall be transparent and accountable for our decisions and actions to the clients and submit ourselves to appropriate scrutiny.

(h)          Continuous Improvement: Working in collaboration with our clients and partners, we shall seek to continuously improve the quality of services we provide, for the ultimate benefit of our clients.

(i)            Responsiveness: We shall be conscious of clients needs and we shall attend to their requests, suggestions and criticisms in a timely manner.

(l)            Effectiveness: We shall strive to achieve our planned results in accordance with set targets and performance standards for quality service delivery.

(m)        Efficiency: We shall Endeavour to optimally use resources including time, in the attainment of organizational objectives and targets.

 

Key Result Areas (KRA)

Our Key Result Areas are the following: -

  • Integrating Environmental concerns in all development oriented activities for the district and local government levels
  • Generate and maintain up-to-date information on the state of environment awareness.
  • Ensure effective waste and wetland management.
  • Empower local communities with techniques of sustainable environment management in development activities.
  • Establishment of functional environment committees.

·           Forestry Maintain and safeguard enough forests so as to provide sufficient supplies for both local and national   demands.

·         To ensure that water supplies, soils are protected and animals found in the forests are conserved in natural ecosystem.

·         To ensure that Communities in the district participate in tree planting and forest conservation.

·         To protect forest estates from encroachment and illegal tree cutting.

·         To maximize revenue collection.

 Land Management To have well planned urban centres in the district with improved facilities like pit latrines, markets, taxi parks etc.

·         To ensure that developments take place observing road reserve requirements.

·         To have all administration land leased by the end of the plan period.

·         To keep and allocate land in the District. The intention is to have all land property utilized for economic gains in a bid to eradicate poverty.

·         Facilitate recording, registering and transferring of rights or claims of land

·         To  liaise  with government or private agencies to make or survey, plan, map draw and make estimates on land:

Service delivery standards

 

(a)          Respond to enquiries immediately they arise.

(b)         Acknowledge receipt of all correspondences within 5 working days.

(c)          Respond to all received correspondences within 10 working days.

(d)         Attend to all our clients within 30 minutes of arrival.

(e)         Produce field reports and disseminate to appropriate clients within one month.

(f)           Payment of service providers to be effected within four weeks after submission of all relevant documents.

(g)          Participate in quality assurance programs to monitor our services.

(h)         Co-ordinate all Departmental Sectors.

(i)            Disseminate approved policies within one month.

(j)           Coordinate with other CAOs Office, other departments and Line Ministries to ensure smooth implementation of Government and Local Government Programmes.
