CHILDREN'S RECEPTION CENTRE LAUNCHED

The Resident District Commissioner Mubende District Al- Haji Lule Umaru accompanied by the Vice chairperson
department which has been at the fore front steering the implementation and the host organization the Uganda police for providing the space.

He thanked the district chairman and executive for bringing forward the community challenges and thus adopted by council to construct the reception Hon Besigye Kellen , deputy CAO Mr.Mawa Geoffrey ,DPC Mr.Ayatollah Kapchemut and other stakeholders have today officially launched construction of phase one for a two stoyed children reception centre worth 94 million uganda shillings.

While presiding over the function at the Mubende central police station RDC - AL - Haji Lule Umaru congratulated the Community Based Services center

This centre has been constructed
to prepared the district for emergencies which arise when children come into contact and in conflict with the law.

He requested the contractor to desist from compromising the the quality of the project despite the limited time frame for implementation.

He further appealed to the contractor to avoid kick backs during project implementation of the project so that all money is spent as allocated.

He requested the project manager and the engineer to supervisor ,monitor and manage the project so that value for money is realized and always write the minutes during the monitoring and supervision visits.

Vice chairperson Besigye Kellen requested the contractors to use the limited time to implement the work so that the money is spent as planned.

She appealed to the stake holders to perform the supervisory role and monitoring all the construction works

Deputy CAO Mr Mawa Geoffrey requested the stake holders to continue to monitor the implementation because the BOQs are available on site to enable the smooth construction.

He noted that the centre has been constructed for children in contact with the law, conflict with the law but more emphasis should be but on preventive aspect on how to avoid getting into contact and in conflict with the law.

Senior Engineer Mbabaali Patrick noted that the construction of the two stoyed building will be carried out in a phase manner beginning with construction of the foundation, casting of ths slab and the columns

Eng.Mbabaali stressed that tune of 94 million has been allocated for phase one under District Discretionary Equalization Grant for a period ending 30th June 2024.

DPC Mubende District - Mr. Ayatollah Kapchemut noted that as the lead organization at the centre of juvenile justice today marks a change of dispensation of Justice for the children.

Mr. Ayatollah stressed that 80 per of the cases received are of the children in contact with the law yet they don't have a reception center where they can be kept but with construction of the juvenile center the confidence and ability to handle this issue will be guaranteed.

He further pledged total support in the implementation of the project.

Ms Ndagire Maria the District community development officer noted that several children in contact with the law, conflict with the law while others are abandoned but when they are taken to police they are kept and arrested with the adult people thus learning more dangerous and harmful habits and becoming a challenge to the community.

she thanked Mubende district local government for committing the funds and police for providing the space to house the reception centre district.
